Cal/OSHA enforces:
Registration with Cal/OSHA is required for contractors and employers that remove asbestos having an asbestos fiber content of more than 0.1% and 100 square feet or more of surface area of asbestos-containing material.5
Certification is required for consultants and technicians conducting asbestos sampling or planning and overseeing asbestos removal projects of 100 square feet or more of surface area of asbestos-containing construction materials.5 See also applicable California Title 8 regulations, Section 1529(q) and Section 341.15.
Cal/OSHA has a program for approving Asbestos Hazard Emergency Response Act (AHERA) asbestos training courses.5
California Health and Safety Code section 39658(b)(1) establishes the Asbestos National Emissions Standards for Hazardous Air Pollutants (NESHAP) as an airborne toxic control measure. The Asbestos NESHAP protects the public and environment by minimizing the release of asbestos fibers during renovation and demolition activities.

Asbestos is a term used for several types of naturally-occurring fibrous minerals found in many parts of California. When rock containing asbestos is broken or crushed, asbestos fibers may be released and become airborne. Asbestos emissions present a significant risk to human health on a statewide and local level. The California Air Resources Board adopted two Airborne Toxic Control Measures to address some of the health concerns associated with the release of naturally-occurring asbestos.

The Division of Occupational Safety and Health maintains a list of individuals who are certified to practice as Asbestos Consultants or Site Surveillance Technicians. The status of any individual whose name does not appear on the list may be verified by email at ACTU@dir.ca.gov. Certification is required by Title 8, California Code of Regulations, Article 2.6, Section 341.15 for individuals who contract to provide health and safety services for asbestos-related work (projects involving more than 100 square feet of asbestos-containing construction material).

The Asbestos Contractors' Registration Unit (ACRU) operates under a state legislative mandate to register contractors and other employers who perform asbestos-related work. The requirement applies when such work involves 100 sq. ft. or more of asbestos-containing construction materials that have an asbestos content of more than 0.1%. The ACRU evaluates applications for initial and renewal registration, takes administrative action to discipline registrants, assists Cal/OSHA Enforcement District Office compliance efforts and provides information to the public, employees, employers and other governmental agencies.
